The mobile app shows "Game Client undergoing update maintenance. Please try again later." and will not log in.

Jagex's mobile clients article lists this message and says updating to the most recent version of the app should resolve it. So although the wording sounds like a server outage, Jagex points at the app version first. Jagex also notes that some devices cannot install or update to the latest version at present. If updating does not help, check the Game Status Information Centre for a live issue.
