Gears of War: E-Day "This is taking a while": online won't load
The main menu shows "THIS IS TAKING A WHILE..." and online services such as Horde and Versus never load.

"This is taking a while" on the main menu means the game can't reach its online services. While The Coalition's servers were under attack, that is on their side. The Coalition said "intermittent disconnects, login issues, or other service disruptions" were due to DDoS attacks on its online services (quoted by PC Guide).
The Coalition's status page showed no incident on October 13. One Steam poster still saw the message after the others were back online, after reinstalling, verifying files and resetting their network. That is one report, and nobody has said what fixed it. The poster reinstalled, verified files and reset their wifi and PC, and still couldn't get online for days. No confirmed fix is known for a player stuck like that, and The Coalition hasn't addressed it.
