Gears of War: E-Day error 10009: game won't start (fix)

On PC, the game shows "error code 10009" and won't start after being installed through the Xbox app.

One r/GearsOfWar post (August 7, 2 upvotes, 3 comments) reports error 10009 when starting the Xbox app install of E-Day. It predates the October 6 launch, so it may not describe the launch build.
The poster's thread has two replies with different fixes, each from one player. We found no developer reply and no Steam thread mentioning 10009.
Fix it, step by step
Install the game on the same drive as Windows (one reply)
One commenter (1 upvote) said to install E-Day on the same drive as the operating system. The poster did not confirm it worked.
Reinstall to a different, non-NVMe drive (one report)
A second player said reinstalling the game to a different drive that is not an NVMe drive fixed 10009 for them. It is a single self-report, and it conflicts with the other reply's advice. The Coalition also lists an SSD as required on the Steam page, so we can't recommend a hard drive.
