Trying to create a character on, or join a friend's, server returns a "Server is Full" message — sometimes even when that same server's population meter shows "Low."

Numerous Steam Discussions threads, most clustered around the July 2024 launch window, describe "Server is Full" blocking new characters or joins — several of them explicitly note the same server reporting low population at the same time, which multiple independent posters flagged as a direct contradiction. No official explanation of the exact capacity mechanic has been found; the most plausible read, based on the reports, is a per-scenario character-creation cap that's separate from the general population meter players actually see, but that's an inference rather than a confirmed mechanism.
