Gears of War: E-Day LowLevelFatalError (Xbox PC app) fix

The game fails to launch with "LowLevelFatalError" when started from the Xbox app on PC.

The Coalition's open-beta known issues list "Failure to Launch - LowLevelFatalError" as an error triggered for Xbox for PC app users. Its advice is to use Microsoft's Gaming Services Repair Tool.
This is a beta-era entry and we found no launch-era report of it. The Xbox support page for the tool wouldn't load its content for us, so we can't describe its steps.

No launch-era report found
The October 5 patch notes don't mention LowLevelFatalError, and we found no Steam report of it after launch. A Steam thread about a fatal error on relaunch does not give the error text, so we don't link it to this code.
