Deadlock "Failed To Create Party": not signed in to Steam (fix)

Queueing or creating a party shows "Failed To Create Party – You are not currently signed in to Steam or the Deadlock Network is unable to determine your current connectivity to our servers", even though Steam is signed in. The console may show "Cannot access SDR network. No ISteamHTTP."

Despite the wording, you are signed in. The game can't reach Steam Datagram Relay (SDR), Valve's routing network, from your PC. The console may also say it's "unable to communicate with ANY" of Steam's routing clusters. Around 16 players reported it across two threads on Valve's Deadlock forum between February and April 2026, and the fix that worked for the most of them was starting the game's executable directly instead of through Steam. One reporter traced their case to a school network blocking UDP port 3478. Valve hasn't replied in either thread.
Fix it, step by step
Run project8.exe directly as administrator
Close Deadlock, then open Steam > Deadlock > Manage > Browse local files, go to game\bin\win64\ and right-click project8.exe > Run as administrator, with Steam still running. At least five players across both forum threads said this let them queue again.
On a phone hotspot, switch the APN from IPv6 to IPv4 (one report)
If you're playing over a mobile hotspot, change the phone's APN protocol from IPv6 to IPv4. One reporter said this fixed it.
Test on a different network (one report)
School, office and some public Wi-Fi networks block UDP port 3478, which one forum reporter found was the cause, and a player on the game's subreddit only got matchmaking working after moving from a mobile-data Wi-Fi connection to fiber. Try another connection, such as home broadband or a phone hotspot, to confirm. If that works, the original network is blocking it.
