ARC Raiders won't log in and shows "Login failed due to a service interruption", with no error code.

We can't say yet whose side this is on. The wording points at the service, but the one Steam thread we found has a player who had it for a few weeks on one PC, which looks more like a local problem than an outage, so the page is marked as your side for now.
In that thread (6 replies, October 7) the poster said restarting and power cycling the router did not help. Nobody reported a fix, and Embark has not acknowledged the message.

The poster in the Steam thread had already reinstalled the game, run it as admin, flushed DNS, updated GPU drivers and power cycled the router without success. One reply suggested a VPN or a router URL filter and another guessed it was tied to the update due that day; neither was confirmed. If you find what fixed it, tell us.
