ACE COMBAT 8 error WP-202001022: Online Mode greyed out

The Online menu is greyed out, or choosing Online Mode throws error code WP-202001022, and you can't enter ACE COMBAT ONLINE.

Players report WP-202001022 when they try to enter ACE COMBAT ONLINE, often from the first launch. Bandai Namco hasn't explained the code that we could find, so the cause is unknown.
In one Steam thread (8 comments), three players say they solved it on their own: one by moving a cloud-synced Documents folder to a local folder, one by reinstalling OneDrive after a Windows user profile problem, and one by turning a VPN off. Each is a single player's report, and nobody else confirmed any of them. Others in the thread still have the error, and one says deleting save data and redoing the consent screen did not help.

Fix it, step by step
Move a cloud-synced Documents folder to a local folder (one report)
One player in the Steam thread says they had their Documents folder on cloud storage, moved it to a local folder, and the error never came back. Nobody else confirmed it.
Reinstall OneDrive if your Windows user profile has a problem (one report)
On 8 October another player in the same thread wrote that the error was caused by an issue with their Windows user profile, and that reinstalling OneDrive let them use Online Mode normally. They gave no more detail, and nobody else confirmed it.
Turn off your VPN, then try Online Mode again (one report)
One player in the thread says turning their VPN off fixed it. Nobody else confirmed it.
