RuneScape 3 "Timeout waiting for window to load" (Launcher)
The Jagex Launcher installer shows "Timeout waiting for window to load" while installing the Launcher on Windows, so you can't get to RuneScape.

This error comes from the Jagex Launcher installer on your PC, not from Jagex's servers. Jagex's known-issues article says that on some Windows 10 (and below) computers, you may need Internet Explorer 11 installed to run the installer, even if you don't use it as your main browser.
The Launcher is shared by RuneScape and Old School RuneScape, so the same installer error applies to both. Jagex lists this as a single documented cause and does not give further steps.

On Windows 10 and below, install Internet Explorer 11 on your PC, then run the Jagex Launcher installer again. Jagex says this may be needed even if you don't use Internet Explorer as your main browser.

Jagex's article gives no other fix for this message. If you are on a Mac and the installer does nothing without any error, that is a different case in the same article (Auto Proxy Discovery).
