ARC Raiders won't start and shows "Maximum Simultaneous Game Instances Reached", even though no game window is open.

This is an Easy Anti-Cheat (EAC) error on your PC, not a server problem. Embark's crash troubleshooting article says it "appears when EAC detects that the game is already running in the background, even if it doesn't appear to be."
The fix is Embark's own: end the leftover game process, or reboot if there isn't one. Embark's article also points to an EAC support page for full details.
Fix it, step by step
End the ARC Raiders process in Task Manager and relaunch
Open Task Manager (
Ctrl + Shift + Esc) and look for the ARC Raiders game process. If it is listed, right-click it, select End Task, then try launching the game again. This is Embark's own fix.Reboot your PC if the game process isn't listed
If you can't find the game process in Task Manager, Embark says "a full system reboot is required to clear the EAC driver state." Restart Windows, then launch the game.
